Well, he's scaled back to "citizens" not just "people."

So, 47 million people has to be scaled back to 30 million citizens.

But the reality is only about 5 million "can not get coverage." The rest, for various reasons choose not to have coverage. Primarily these are young people, and most make over $50,000 a year. The can get coverage, but they would rather drive a new car or do something else with their money.

Now he says he wants to fix what works instead of building an entire new system from scratch.

And he says that's what they are doing.

Give me a break!!!! Hr3200 defines an entirely new system, dozens of new commissions and agencies

Millions of illegals have gone back to Mexico, so the number they count without coverage is way down.
