They will recruit from inner city gangs.
Inner city gang members typically don’t respond well to being directed or led - they tend to go their own way. Additionally when they shoot it is spray and hope (I would say pray, but not likely) that they hit something. They tend to prefer face to face combat with their gang backing them up.
From 500 yards my .222 is deadly accurate, I don’t waste ammo. One shot, one kill. Their paltry 9’s and .40’s are useless at that range.
