It's neither, President Bush upheld the Constitution to the best of his ability, which was part of working with a Congress which was NOT fillibuster proof.
Now, how is it that President Obama is justified in allowing Eric Holder to continue his reckless behavior of tying the hands of our CIA? Is this part of his oath in defending this nation to the best of his ability?

So, ignoring the border and signing illegal bills was the best of his ability?

I presume Bush intended to uphold his oath when he took it. I presume no such thing with Obama. Perhaps I shouldn’t have assumed more from Bush.
