3500? What happens is that there are actually stocks that are rising through the masses of those that are unchanged or are sinking. They will drift up and replace those currently in the DOW ~ which is what makes the DOW such a valuable metric ~ it's the cutting edge.
See how fast GM and Citibank got dropped? Nothing Obama could do to prevent that. The market is powerful.
