Wiki:

On May 10, 2007, the New York Post reported that — according to his brother Patrick — Kennedy was “eyeing a Connecticut Congressional seat”.[1][verification needed] It has been suggested that Kennedy is a possible candidate to succeed his district’s (Connecticut’s 3rd congressional district) current U.S. Representative, Rosa DeLauro, when she retires.[clarification needed]

I'd take anything said by Patrick with a grain of salt at any given time, due to his recurring problems with certain substances. Like Teddy, though, he keeps getting re-elected, though he spends more time in rehab than he does in Congress.
