That sounds like the American Community Survey administered by the Census Bureau. As far as I know ACORN has nothing to do with it. Because it is continually sent out to a few hundred thousand people every month it doesn't require a huge ramp up of temporary employees like the decennial census needs, so there is no need to bring in ACORN members.
