You are absolutely right. Enough uncertainty about what is happening as it unfolds is enough to slow reaction time, allowing the nazis to fully deploy before an effective opposition can develop. Leaves the target(s) pretty much on their own. Numerous scenarios could result in martial law, with the airwaves and internet regulated by the nazis which would give them that window of confusion.
A lot of what ifs and could bes...nazis fortunately aren't as competent as they like to think they are. They are already happily vandalizing the country - and I think vandalism is all that they are really good at so I have faith that right will triumph in the end, but at the cost of how much suffering?
