You’re missing the key point - the Obama Admin doesn’t even want COLAs over the next two years. So the calculation you linked to becomes moot.

No, it is not up to the Obama administration to forgo COLA calculations. They can't stop it. And FYI, federal pensions also use the CPI-W calculations for its increases. I receive both SS and a federal pension. Last year both were increased by 5.6%.
