And certainly not the eggheads at Congress and the White House. I know they pored over every possible detail and potential outcome of the Cash For Clunkers program. But this was never foreseen.

It gets better. When the Senate was considering the legislation to add two billion to the Clunkers program, Tom Coburn proposed an amendment that would allow the donation of the trade-ins to charities or the poor. Just about every Dem voted against it. That should be a good wedge issue in 2010.
