Words mean things. Rationing means awarding a right to something by state edict. Price means each individual can decide for himself what a thing is worth and whether or not he wants to give up what it takes to secure it. They are not "both rationing". One is rationing and the other is free economic action under scarcity. Imprecision about essentials of our lives helps only immoral and impudent men.
