Of course the POTUS doesn’t have a definitive plan!
That way he can’t be pinned down or held responsible and forced to explain/defend what he wants.
This way he can be all things to all people.
Obama does have a plan.
Have the senate pass ANYTHING and just use the reconcilliation to pass socialized medicine with a single payer system.
Obama’s play is to make the US government beholding to the unions.
IOW he wants to do to the USA what the unions and poor managment did to GM.
