Don’t know, must have missed the tunnel between england and france however, it is the largest tunnel in the bay area ever but there is no new science involved here.

According to the article:
BART is retrofitting the Transbay Tube, a 3.6 mile-long cylinder that sits on the floor of the bay, connecting Oakland and San Francisco.
Of course this raises the question of why they can't build a cheaper retrofitted water pipe that sits on the bottom of the bay.
