Internment/Resettlement (I/R) Specialists in the Army are primarily responsible for day-to-day operations in a military confinement/correctional facility or detention/internment facility. This does not sound like "taking care of disaster or mass casualty victims" to me.

Provide counseling and guidance to individual prisoners within a rehabilitative program As in the above quote, the job qualifications require the ability to communicate with the expected prisoners.
Yet they do not appear to require proficiency in other languages. So it must be that they expect the "individual prisoners" to be english speaking.
It isn't too hard to connect these dots, is it?
