Photoshop uses layers only during the image editing process.

Not exactly true, you can by mistake or design save a layered image intact for further processing of each individual layer. I do it regularly.

Of course, you can save a Photoshop document for further editing. You don't have to get the whole job done in a single editing session. However, what was published was a JPEG. Those don't retain the layers.
