I’m sure there will be a later dip in sales. But if participants weren’t means tested for C4C, then the program’s welfare for the well off. Anyone who can afford a loan on a Prius, even after the $3500/$4500 welfare check from his/her fellow taxpayers, doesn’t need the darn money.

Here the fiscal year starts on July 1. No one in their right mind buys a vehicle in June because of the personal property rax.

On the C4C thing, two more things I want to see: a breakdown of the annual incomes of the participants, and the prices of the cars being purchased.

I bet the admin's collecting that data...
