Note that the first is slightly tilted. And it appears to be a variation of the present seal of the Australian government. The kangaroo's tail appears to be in the air, not on the ground. The shield is a bit more oval shaped. The curly-cues are a bit different.

It would appear to be an earlier, or at least different, version of the seal of the Australian government.

If you're claim that the south australian document is real, due to that seal, then that right there would discredit that document: official state badge of south australia, the piping shrike, proclaimed in 1904, latter modified in 1910

south australia had it's own set of state badges, and coat of arms. it would not use the australian coat of arms, for an official state document.
