I don’t think they were typed or printed over an old form.

More likely an excellent job by a graphics artist working on a picture of an old form and using content from the Kenya BC as a stencil to keep the fonts matching. It’s good work, but you can pretty clearly see how this thing was edited at the pixel-level.

They forgot to put the fold distortion on it. Nice try on their part, imo. Probably spent hours and hours on it.

And that would explain why the Aussie BC doesn’t have an Australian Coat of Arms on it!

The Aussie form does appear to have the coat of arms used in South Australia from 1936-1984. It's mostly cut off, though, but the spikes are unique.
