Frankly, without documents to compare it to, my only conclusion is that it is a forgery.

Barry being 47 and the 44th? or the Republic? or the font? or the mispelled village? or the wrong age for papa? or the high pixalation around the photograph objects?
My conclusion: FORGERY- it needs to be rejected first at the FR.
