There’s nothing secret about it, oh ignorant one; it is laid out in a Supreme Court decision from 1874. Try reading the actual legal opinions and respected legal commentary and tell us what you think. In the meantime thank you again for your scornful and willful ignorance. The more of this kind of willful ignorance from such as yourself the more ordinary people realize there has been a betrayal of the trust of ordinary citizens that is historically unmatched since the days of Chet Arthur.
