Despite the claim that she is the authority on the matter, she made an official finding of fact that is NOT Health Director Dr. Chiyome Fukino’s to make. Dr. Fukino overstepped her authority to find as fact that Obama is a “natural born citizen”.
Such an overstep on this momentous issue throws her other statements in question, as it reflects on her judgment and sincerity.
The facts one need to determine “natural born citizenship” status include at least the name and citizenship of the father, the name and citizenship of the father and the place of birth. They may also include the age of the mother and the length of time she has been in the US since age 14.
All an official need do is state what those facts are, as known to them from documents and testimony, and whether evidence is consistent and reliable or contradictory and weak. Weak such as in the self-sworn affidavit one who comes as a adult claiming Hawaiian birth, but lacking any evidence except self-sworn assertion.

That said, one cannot be a natural born citizen without being a citizen at birth, but one probably can be a citizen at birth without being a natural born citizen.
