HONOLULU -- State officials again are confirming that President Barack Obama was born in Hawaii.
Health Director Dr. Chiyome Fukino said Monday she has seen the original birth records that verify Obama was born in Hawaii, and is a "natural-born American citizen."
Fukino made the announcement in hopes of ending any lingering rumors about Obama's citizenship. She issued a similar press release Oct. 31.

Exactly right. Get a BC for a foreign baby and it's announced in the paper.

I asked the Dept of Health what they currently ask for (in 2008) to back up a parent’s claim that a child was born in Hawaii. I was told that all they required was a proof of residence in Hawaii (e.g. a driver’s license [We know from interviews with her friends on Mercer Island in Washington State that Ann Dunham had acquired a driver’s license by the summer of 1961 at the age of 17] or telephone bill) and pre-natal (statement or report that a woman was pregnant) and post-natal (statement or report that a new-born baby has been examined) certification by a physician. On further enquiry, the employee that I spoke to informed me that the pre-natal and post-natal certifications had probably not been in force in the ‘60s. Even if they had been, there is and was no requirement for a physician or midwife to witness, state or report that the baby was born in Hawaii.

With the newspaper announcement in Aug 13 1961, it means the registration was filed days after his birth, Aug 8 to be exact. This happened naturally if it was done from the hospital - Kapiolani. It had to have been filed that soon to show up in the newspaper on Aug 13th, 1961.
I you know of a single case in American history of a woman flying across half the pacific (let alone half way around the world) 4 days after her baby was born, to show up at state records offices for the express purposes of creating a faked place of birth for her newborn son, show us ... this is a unique event! Most women are still in bed after 4 days. Yeah, right, real easy.

EO 13489. It’s an interesting read, and does not bar the archivist from releasing all records. It does deal with presidential records only, so college transcripts and birth certs would not be covered.
The COLB provide was a creude fake which then was quickly removed when it was shown to be a fraud. We have received no proof from Hawaii. Some clerk in a Democrat state cliaming Obama was born there is not proof. Try again. My curiosity is upholding The Constitution.

They can forge one, but they will have to assign it a document number. Since every document is filed in a sequence, month, day and document number, they are going to have 2 originals with the same number. Researchers can watch for that.
