I believe that since federal power/law falls directly upon the individual and not the States, the only effect the State could have is in refusing to participate in implementation. Usually State implementation is purchased as part of a program with financial strings. That means the State has to be willing to forgo the money that will come along with the program - most likely affecting the Medi-Cal/Medicaid program and other health money from the feds.

The feds will still require the individuals and businesses to participate. (The State can do nothing about that unless it participates in a lawsuit challenging constitutionality of the federal program brought by some individual/business with a substantive interest.)

Still want to take the feral government to feral court, eh? In case you hadn’t noticed, all branches of the feral government have evolved into partners in Constitutional crime. I can all but guarantee there will be no relief from that venue. At the very least The People, via their States need to have a come to Jesus meeting with the federales. Failing that, some good old fashioned frontier justice may be in order.
