It would not be acceptable if China nuked us in a preemptive strike for two reasons:
1. We have absolutely no intention and no likelihood of attacking China and China therefore has zero justification for such an attack and
2. In such an attack, unlike you I realize China would be killing me, my family, my neighbors, my country. Unlike you moral relativists I actually understand the significance of someone murdering me and my loved ones.
3. Because life isn’t fair, I also understand that China may launch such an attack, not because it’s “fair” or “OK” but because they are murdering, Godless communist dictators.

Also, neither China nor the US doesn’t want to be destroyed in a nuclear exchange (MAD), while the religious fanatics running Iran believe it is their responsibility to bring the end of the world.
Another reason China wouldn’t nuke America is we owe them too much money. They aren’t stupid, just amoral.

You forgot reason #4: If they nuked us, who the hell would by their stuff? Who would pay off (like we ever could) their US bonds?
You don't go around beating up your best customer, plus they would wreck the collateral that is backing the bonds ... the USA itself.
