12 is too young to start to learn to drive. There are good reasons we wait till 15-1/2 to start driver training. This has been studied to death and it's been confirmed that on average 15-16 is the ideal age to learn to drive. This of course is an average.

True in most places. Here in Alaska young people can get a learner's permit at 14. That gives them the usual 6-8 months to learn under normal road conditions. They can tackle icefog on icy roads at 40 below when they have some experience. It's challenge enough for us experienced drivers.
