The only thing that’s got me mildly puzzled is why the order to keep it from Congress came from Cheny. Shouldn’t it have come from the President himself?

Cheney could only order it kept from the Senate. He would have that authority as ‘President of the Senate’.

The only thing that’s got me mildly puzzled is why the order to keep it from Congress came from Cheny. Shouldn’t it have come from the President himself? Unlike most Presidents, Bush actually selected a competent person to be his VP, and delegated a great many responsibilities to him.
