A place in a bill where more language can be inserted.

What this means is that anyone voting for the bill won't be voting on a completed bill, but a....let's say a work in progress.

Waxman is essentially allowing fence sitters to write their own legislation and have it inserted in the bill in exchange for their vote.

Is that even allowable by house rules or even more basically constitutionally? sheesh why even have a vote or right the law at all?

If I were in there I’d say, yeah I’ll vote for it if there’s a placeholder in there for me. Then I’d abruptly use the placeholder to exempt my state from the requirements of the act and any and all further regulations related to the environment...

I would also urge everyone else of sound mind to do the same.
