Yep, one day he goes on and on about being disgusted with both parties and starting his own, maybe running against Boxer, etc.
He is trying to jump start some stuff by throwing out these trial balloons, but doesn't have the stuff inside his guts or brains to do what it takes to follow thru. He certainly has the money to do it, unless most is going to Moonbeam Brown and Gavin Newsome.
