The authority to certify the election by the Electoral College was delegated by the People to a special Joint Session of Congress presided over by the outgoing VP.
This body met January 5, 2009 and certified Obama without dissent. The certificate is signed by Richard Cheney of Wyoming.
The problem is much bigger than Obama.

What about the authority to question the qualifications of candidates?
Do "We the people" not have standing if a candidate is going to be POTUS?
Seems to me that "We the people" should have standing.
The candidates, if elected, actions can affect us directly.
