Have they really thought this through? A move like this will affect the census and congressional districting at the very least.

What is the sense of recording all these addresses for the census if they are going to go away. The outlying congressional district (the one containing the razed neighborhoods) will collapse on to the next one in.

Looks like some in congress will be out of a job. And, from the the sounds of it, all these neighborhoods are heavily democrat.

I can’t see a bunch of demo’s voting themselves out of office.

Yes. They have. Once the census is complete they will know precisely where they intend to relocate the citizens of these cities to ensure domination for at least the next generation.
