As pranks go, this one is funny and minimally disruptive. However, as the article stated "police are trying to reunite the 75 colorful garden ornaments with their rightful owners", there is obviously a cost involved - and the taxpayers are paying it.
These kids should be caught and made to return every single gnome. Might be a good lesson in the costs of "unintended consequences".

These kids should be caught and made to return every single gnome. According to the article, no one is reporting missing gnomes. If half the class each bought one gnome, that would be a lot.
If they were "borrowed", it would have been nice to sticker the return address to the bottom.
