Cops do not issue parking tickets based on HOA rules. An HOA violation would require civil action.

I really don't think the city has an easment across this person's front yard. This is PG county in Maryland. Although it is red almost everywhere outside B-Mo, PG county is a whole different world.
Besides, most all municipalities are digging into peoples pockets for everything they can. The law applied doesn't need to make any sense.
Not sure about the easement. What looks like MY front yard is actually six feet of city property...I care for it, but if the want to put a sidewalk in they have the right. Six feet from my front door is city property.
