If government had the ability to create natural born citizens, they would have done so. They do not have that authority because a natural born citizen is given his/her citizenship by Nature, not by man.

Every quote is 'citizen of the United States' NOT 'natural born' citizen.

Nor does the 14th grant citizenship to those people who already are natural born citizens of other countries.

"Every Person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons."

The sole purpose of the 14th was to give citizenship to freed slaves. That's why 'of parents not owing allegiance to any foreign sovereignty' is there.
