"Wasn’t TWA 800 full up for a transatlantic flight?" Not at all. The range of the 747-100 is well over 8,000 miles. The flight from NY to Rome is about half that.

Enough of the fuel tanks to get the airplane to Paris were. That isn't all the fuel tanks on the aircraft. The center tank was empty.
