It certainly is not obvious. For example, how often has he been going to this church? For all you or I know it could be his first attendance. Then again, how can you "disfellowship" someone for a sin, if said person does not recognise he is committing a sin? Surely you first have to convince them that it is! Anyway, we ALL have ongoing sin issues. His are just more visible (at least to us).
Please read Matthew 18. This Church is not a Church that follows the Word of God - that is apparently why he could attend there and not be held accountable for his ongoing sin issue.
