Actually, I think that was his safety net against the Dem-Socialists.

They know, if zero IS ever brought up on impeachment .. it'll go nowhere 'cause guess who's next?

And if they could (O so easily) oust "nobody messes wit' Joe" .. there's the bitch in the Speaker's chair.
