My take on it is that the Fed employees aren't the ones who would be compelled. It says they can't compel journalists and such.

Then it makes me wonder if this has anything to do with the contempt of court violation by Judith Miller the New York Slimes journalist who was most likely protecting a Dem in the Plame/Libby/Fitzgerald fiasco.
