It's a filthy, double-whammy insult she's handing the CIA. By accusing the Bush administration of coercing the CIA to ruin its reputation through lying to Congress (only her, apparently), she implicitly expects a new administration to be able to cause the CIA to do so again.

If I had ever been part of the CIA, I would continue to be deeply insulted by this witch's comments.
