Not going to happen. Simply for the fact that a large number of CIA officers are potentially facing legal action. What's the incentive to cover for Congress while they lie and send you to prison? To advance your career? Oh, wait, there is no incentive.

Congress is trying to frame the (ironically, largely Democrat) CIA for something they really were authorized to do. This transcends ideology. This is about survival. The director, no matter what his political alliegence, is powerless to stop the rank and file from self preservation.
