The definition of drug depends on how it is marketed. Thus, if I just sell oats as tasty treats, then it's not a drug. But if I sell oats as a way to lower your cholesterol, then it's a drug.
Same with caffeine. I put caffeine in a soda, it's not a drug. When I put it in a pill and tell people that they can take it to stay awake, then it's a drug.
