You must have missed the part where Obama said he will give money back to the less advantaged to cover their higher utility bills, fuel costs, etc. The whole plan revolves around collecting hundreds of billions of dollars from the evil carbon offenders. That money will be funneled through a huge new agency that has been formed to administer the program, requiring the hiring of many thousands of new gov't employees.
In the end, some of the money will be "redistributed" to the non-wealthy, who, you may notice, never paid any money in and mostly pay no taxes. Of course, fifty to sixty percent of the money will get stuck in Washington to fund the bureaucracy.
The winners, who actually make trillions of dollars, are the government and the producers of carbon-friendly products, like windmills, solar cells, and Al Gore's "Carbon Credits" firm. And if I had to guess, I would say those firms probably get a healthy tax break because they are so "greeeeeeen"!
IT'S ALL JUST ANOTHER FORM OF REDISTRIBUTION!
