I read there is something like this going on in Oklahoma too. The problem I can forsee is that states that liberalize their gun laws can expect an influx of a criminal element because they use guns too. Also, terrorists might be interested in moving to easy gun open states.

The exact opposite of your postulations will occur.
Criminals go to states with draconian gun laws so they will have guns and the citizens won’t. Terrorists do not buy guns retail or legally. Both avoid states with concealed and / or open carry.
