The only knock I ever heard on Jack Kemp is that he wasn't a great debater, particularly as Dole's running mate in 1996. But he was a great thinker and a decent communicator. Truth be told, I think Reagan would have preferred him on the ticket in 1980, but protocol was to give it to the runner-up to unite the party. G.H.W. Bush was clearly the runner-up.
