Good question.
A "cap" is what government will assign each company, business, etc. on how much CO2 they are allowed to emit.
If they under emit, they're fine, if they over emit, then they "trade" emmissions credits to an under emitter, etc, etc.
It's nothing but an Al Gore/Government scam based on the myth of Man-made climate change.
