Level 6 allows them to confiscate firearms I'll bet.

I agree with the other poster about preventing large gatherings. level 5 might be stopping of movement. When they close the schools, it might be too late. I wonder what the boys at Fort Detrick are doing? If you see them running for the hills, it might be all over but the shouting.
