Perry cries Succesion but then calls on the Federal Government (CDC) to help with TamaFlu. What gives?

Would you rather he didn't? It was only precautionary and I believe the Governor must make the request.
We haven't seceded so we don't have our own DHS to fall back on in times of emergency.If we were our own country, we could buy Tamaflu from the supplier ourselves.
