Regardless it will have a huge economic impact because companies have to comply with the number of credits they are given and doing so will be VERY expensive even if the government gives them away. It is just a shell game.

I don't disagree with your points. At best, a (tax-free) cap-and-trade system would be a “least bad” solution for global warming. Why “least bad” and not “good”, “better”, or “best”? Because there is no actual problem to solve!

Whether or not government takes a bite (and how could they resist?) — any expenditure to “fight global warming” is a dead-weight economic loss. And that goes double for any “solution”, where government takes a bite.
