Well, sort of... they were just as much prisoners in the camps as the other Jews were. They were the ones that the Nazis delegated certain things to.
Even though the Vichy government in France wasn’t necessarily a prison camp, it could be somewhat compared to it (in a very, very general way...).
The capo’s were prisoners also. They assumed a role much like an inmate worker except they handed out punishment often more brutal than the guards. The Capo’s were well fed and did not suffer torture like the other Jews.
