Note the name Ickes in the cartoon.

http://en.wikipedia.org/wiki/Harold_L._Ickes

"Harold LeClair Ickes (March 15, 1874 – February 3, 1952) was a United States administrator and politician. He served as Secretary of the Interior for thirteen years, from 1933 to 1946, making him the longest serving Cabinet officer of any department in U.S. history. Ickes was responsible for implementing much of President Franklin D. Roosevelt's "New Deal" and is the father of Harold M. Ickes, who was deputy Chief of Staff under President Bill Clinton and was an adviser to Secretary of State Hillary Clinton during her tenure as Senator."

Being an older Louisiana-ian, I know the name well.

It is he, who as Sec. of Interior, practically woke up one morning and siezed resources (oil) off of California's and La's coast.

La's been fightin' it ever since.

If one is interested in the Long dynasty of La., there's a fascinating story that goes with this episode in La's and the US' political history.
