Napo’s use of the phrase, “’To the extent’ veterans read it as an accusation, an apology is owed.” - is well known, canned, lawyer-speak, and intended to provide ONLY a limited, curt and ‘conditional’ response. In my view, it’s NOT an apology at all. It also implies that Vets misread the information.
MANY STATEMENTS in this partisan report are reported or implied as “fact”, but (as has been discussed), NO supporting data was provided, whatsoever. It’s all partisan hype.

It is an old attorneys device to defame and demonize their opposition with swipping (unsupported) accusations, misstatements and overt falsehoods, and in doing so, they seek to appeal to the “emotions” of their judge or jury.
