One need only drop one's eye to the foot of the DHS report to see that the last paragraph renders her protest a moral lie:

This document has been broadcast all over the nation and it seeks to recruit all manner of law enforcement, and no doubt quasi-law enforcement, and very probably normal governmental agencies into a giant Soviet system to spy on Americans. There is absolutely no control in place to prevent the inevitable monitoring of "ideology or political beliefs." No one writing this report could plausibly have any other understanding than that such an apparatus of the state is in the making.
